TL;DR
GST registration is mandatory when your turnover crosses ₹20 lakh for services or ₹40 lakh for goods in a financial year. But registration is also mandatory for interstate suppliers, e-commerce sellers, and certain notified categories — regardless of turnover. Voluntary registration is available even when not mandatory. It can be useful for claiming input tax credit. Use this checklist to see if you need to register.
Quick Answer
You generally need GST registration if:
- Your annual turnover of services exceeds ₹20 lakh (or ₹10 lakh in special category states).
- Your annual turnover of goods exceeds ₹40 lakh (or ₹20 lakh in special category states).
- You make any interstate supply (sales outside your state), regardless of turnover.
- You operate on an e-commerce platform or supply goods through one.
- You are a casual taxable person or non-resident taxable person.
- Your business falls under notified categories requiring mandatory registration.
If none of these apply and your turnover is below the threshold, you are not required to register. But voluntary registration is an option if you want to claim input tax credit or appear more credible to clients.
The GST Registration Threshold: How It Works
For Services
If your annual turnover of services exceeds ₹20 lakh, you must register for GST. This applies to all service providers. This includes freelancers, consultants, agencies, and professionals.
Special category states (Arunachal Pradesh, Assam, Jammu and Kashmir, Ladakh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, and Uttarakhand) have a lower threshold of ₹10 lakh.
For Goods
If your annual turnover of goods exceeds ₹40 lakh, you must register for GST. This applies to all traders, manufacturers, and distributors.
Special category states have a lower threshold of ₹20 lakh.
For Mixed Supplies (Goods and Services)
If you supply both goods and services, the threshold applies to the total aggregate turnover. If the total exceeds ₹40 lakh, GST registration is mandatory.
Mandatory Registration Regardless of Turnover
Even if your turnover is below the threshold, you must register for GST if any of the following apply:
1. Interstate Supply
If you make any supply of goods or services outside your home state, GST registration is mandatory — regardless of turnover. This is one of the most commonly missed triggers. Many small businesses in Gujarat make occasional sales to buyers in Maharashtra, Rajasthan, or Delhi. Each such interstate sale requires GST registration.
2. E-Commerce Sellers
If you sell on any e-commerce platform (Amazon, Flipkart, Meesho, etc.), you must register for GST — regardless of turnover. This applies even if you only sell occasionally through the platform. The e-commerce operator is required to deduct TCS (Tax Collected at Source) and remit it to the government. For this to happen, you must have a GSTIN.
3. E-Commerce Operators
If you operate an e-commerce platform, GST registration is mandatory — regardless of your own turnover. This applies to the platform operator, not individual sellers on the platform.
4. Casual Taxable Person
If youoccasionally supply goods or services at exhibitions, melas, or temporary stalls, you are a casual taxable person. You must register for GST — regardless of turnover. You must also pay GST on these supplies and file returns.
5. Non-Resident Taxable Person
If you are a foreign supplier making supplies into India, you must register for GST — regardless of turnover. This applies to overseas businesses selling digital services, goods, or both into India.
6. TDS Deductors
If you are a government department, local authority, or notified body that deducts TDS (Tax Deducted at Source) under GST, you must register for GST — regardless of turnover.
7. Notified Categories
Certain categories of businesses have been notified by the government as requiring mandatory GST registration. These include:
- Sellers on olx, quikr, or other used goods platforms (in some cases).
- Suppliers of online information and database access (OIDAR) services from overseas.
Voluntary GST Registration
Even if you are not required to register, you can do so voluntarily. Voluntary registration gives you the same rights and obligations as mandatory registration. Key benefits of voluntary registration:
- Input Tax Credit: You can claim ITC on all your business purchases.
- Credibility: Customers, especially businesses, prefer buying from GST-registered suppliers.
- Interstate Sales: You can make interstate supplies.
- E-Commerce: You can sell on e-commerce platforms.
- Compliance Record: A clean GST compliance record helps during bank loan applications.
The only downside of voluntary registration is that you must file returns and pay GST on time. Missing returns attracts penalties.
How to Check If You Are Already Registered
You can check your GST registration status on the GST portal:
- Go to gst.gov.in.
- Click on Search Taxpayer on the homepage.
- Enter your GSTIN or PAN.
- The portal will display your registration status, date of registration, and the type of registration.
If you have a registration but no longer need it, you can apply for cancellation.
GST Registration Checklist for Small Businesses
Use this checklist to determine if you need GST registration:
- Is your annual turnover of services above ₹20 lakh (₹10 lakh in special category states)?
- Is your annual turnover of goods above ₹40 lakh (₹20 lakh in special category states)?
- Do you make sales to buyers in other states (interstate supply)?
- Do you sell on Amazon, Flipkart, Meesho, or any other e-commerce platform?
- Do you occasionally supply goods at exhibitions, fairs, or temporary stalls?
- Is your business a notified category requiring mandatory registration?
- Do you deduct TDS under GST?
If you checked any of these boxes, GST registration is required. If you checked none, registration is optional — but voluntary registration may still benefit you.
What Happens If You Operate Without GST Registration?
If you are required to register but operate without it:
- You cannot collect GST from your customers.
- You cannot claim input tax credit on your purchases.
- You are liable to pay a penalty of 10% of the tax amount (or ₹10,000, whichever is higher) for each month of operation without registration.
- Your customers cannot claim ITC on purchases from you.
How to Register for GST
- Go to gst.gov.in.
- Click on Services → Registration → New Registration.

- Enter your PAN, legal name, mobile number, and email address.
- An OTP is sent to the mobile number and email. Verify both.
- Fill in the registration form (Form GST REG-03).
- Submit using DSC (for companies and LLPs) or EVC.
- You will receive an Application Reference Number (ARN) within 3 working days.
- If approved, your GSTIN is issued.
Exemptions from GST Registration
The following are exempt from GST registration (and do not need to register voluntarily either):
- Agricultural activities (sale of agricultural produce by a farmer).
- Fresh milk, fruits, vegetables, cereals, and other unprocessed food items.
- Handloom and handicraft goods made by artisans.
- Books, newspapers, and journals.
GST Registration for Freelancers and Consultants
Freelancers and consultants in Gujarat often wonder whether they need GST. Here is a quick answer:
- If your annual billing (turnover of services) exceeds ₹20 lakh, GST registration is mandatory.
- If you work with clients in other states, GST registration is mandatory regardless of turnover (interstate supply).
- If you work only with Gujarat-based clients and your turnover is below ₹20 lakh, registration is optional.
Even if you are below the threshold, voluntary registration is useful if your clients are businesses. They can claim ITC on your fees.
GST Registration for Small Retailers
Small retailers in Gujarat (Kirana shops, general stores, etc.) selling to final consumers within the same state do not need GST if their turnover is below ₹40 lakh. However:
- If they sell to businesses (B2B sales), those businesses prefer a GST number for ITC.
- If they make interstate sales, they must register regardless of turnover.
- If they sell on e-commerce platforms, they must register regardless of turnover.
